The opening speech was delivered by the President of the Southern Federal University, Chairman of the Council of Rectors of the Universities of the South Russia Marina Borovskaya: “The interplay with the constituent entities of the Russian Federation, which we are building today eagerly, allows us to focus on the programs, tasks and strategies of university development. We perceive that we, of course, are facing enormous challenges in the course of deploying the principal scientific transfer, updating educational system, and creative capacities for brand new technological solutions. The path to the technological rearrangement of Russia depends on our uniform comprehension”.
Vladimir Gurba, the Deputy Plenipotentiary Representative of the President of the Russian Federation in the Southern Federal District also addressed the agenda of the event. He noted that the main task of the period is to enhance the performance of educational activities to be achieved by developing methods that enabling accurate assessing the level of training, as well as by establishing a system of scientific operations not just preserving the science itself, but also helping further development. Particularly, the speaker noted that it is impossible to base something new, whilst ignoring the existing problems. That’s why it is crucial to estimate correctly the probable harm to the Caspian in order to mitigate the matter.
This point was supported by the Minister of Education and Science of the Astrakhan region Egor Ugarov. He believes that thanks to new technological solutions, scientists should be able to proceed great jobs and implement the existing developments.
Director of the Department of State Youth Policy and Educational Activities Denis Ashirov, Deputy Head of Rossotrudnichestvo Pavel Shevtsov, Vice President of the Russian Academy of Sciences Irina Donnik, Head of Staff of the Rector of the Moscow State Institute of International Relations Artyom Malgin, Acting Rector of the Kuban State Technological University Mikhail Baryshev, Head of the Representative Office of Innopolis University in the Southern Federal District Igor Moshkin, Head of the IPR MEDIA group of companies Natalia Ivanova, President of the Kuban State Technological University Vladimir Lobanov, Chairman of the Coordinating Council of the IPO “League of Higher School Tutors” Elena Lyapuntsova and High Commissioner of the Eurasian Organization Economic Cooperation on International Cooperation, General Director of the International Coordinating Council of Graduates of Educational Institutions, Honorary Professor of ASU Aniset Gabriel Kochofa also addressed the congregation.
A large number of proposals came from Vladimir Lobanov, the President of KubSTU. He stands for establishing the Association of Universities of the Southern Federal District and the North Caucasus Federal District, as well as holding the Young Wave forums and student conferences on anti-extremist topics. In particular, he thanked the Astrakhan State University and its rector Konstantin Markelov for hosting The Caspian 2022 forum: “I would like to appreciate the excellent event management. It’s going really great. We are very pleased that you are working, developing and moving forward”, — said Vladimir Lobanov.
The head of the ASU, in turn, reassured that the forum is already becoming a good tradition. He submitted several proposals that could form the basis for joint academic projects. Thus, Konstantin Markelov emphasized the importance of developing the Caspian business entities and its involvement in the scientific and educational community, and also took the initiative to rename the Association for the Promotion of Multilateral Cooperation in Science and Education in the Black Sea Region, which was founded last year, into the Association of Universities of the Caspian Countries.
“Many of the projects we are involved in are interconnected. They are all close to the thalassic scope and culturological studies. We can do without devising another establishments, but combine the existing”, — he explained.
At the end of the Council the Southern Federal University, the Astrakhan State University, the Kuban State Technical University, the Volgograd State University, the Adygea State University, Kalmyk State University and the Moscow State Institute of International Relations under the Ministry of Foreign Affairs of the Russian Federation signed the cooperation agreements aimed at promoting effective functioning of higher education systems, further development, complete and rational employment of educational, scientific, innovative and intellectual potential of the parties.
